Diablo 2: Elite staves are available in Acts 4-5 Nightmare

Diablo 2 staves, though they can provide nice bonuses to spells, are extremely little utilized in Diablo 2, given that they make carrying a shield impossible. Also, staves with good levels of skill bonuses in them tend to be very costly, and also the enormous repair costs of these weapons are one more reason to not damage them around the hard skulls of monsters.
